Nice try but still no cigar.
1st I’ll grant
2nd I won’t as the term gangster is attributed to being created in America in 1896. I do think Robin Hood pre-dated that!
3rd fair enough
4th if true invalidates 2nd (if 2nd was viable in the first place) and anyway the poem states it was a one off not something done all the time plus, since when did Robin Hood “own” the Sherrif of Nottingham (the nearest equivalent of a Commissioner)?
5th so tenuous as to be stretching the very fabric of existence into non-existence
6th as 5th!
But I do admire your tenacity and belief in your answer.
