Alright here it goes:
Fire was an association for a mythological fire bird Phoenix (my favourite 
), which is also the characters name.
And butterfly is a symbol that can be seen throughout the entire game.
Oh and when I said think wider, earlier I thought that the character may as well be a woman (since the guesses were only about male characters). Women can be police officers as well, you know

Sorry, the above clue is really obscure, it was only mentioned one time in one episode, he’s an otherwise well-known recurring character.

Nope, not a Discworld character, Tim. Before I start dropping easier clues, try this one:
He was abducted, but unfortunately his kidnappers killed him (indirectly) before he could be fully rescued. (Although this sounds tragic, it wouldn’t be the last we’d see of the character.)
