Not on a console. And not with a selection like this (five consoles already announced!). But most importantly, GameTap is a tiny niche. Most gamers haven't even heard of it. But this- this is mainstream. Built straight into the console- wow, that's a cool idea.

GameTap is a service, it could easily be ported to anything, providing they avoid games that need keybord and/or mouse to play. Anyway, that's not really important, I agree it's great news and Revolution will (hopefully) achieve bigger market penetration than GameTap, but your point was old games had been doomed to commercial oblivion before this announcement and that's just not the case.
