Microsoft Photo Editor. It should come in most standard Windows OS.

I don't like MS photo editor. It makes pictures look like crap when you resize them. Just...uh...procure paint shop pro and use that.

You could download the trial version of ThumbsPlus. I'm not sure if I remember this correctly, but I think it lets you chose from various downsizing algorithms - you could try through all of them and save each as a different file, then compare and pick the one you find downsized best

A pretty good and cheap way to do it, is using Microsoft Internet Explorer... Funnily enough its resizing algorithm is superior to the one they utilize in the Microsoft Photo Editor.
However it requires some basic HTML skills: Make a rudimentary local HTML-page which displays the picture in the size you want to have it. Then do a screen capture, and use Microsoft Photo Editor to crop the captured image and save it... *erm...* |

Or download the gimp and use its perfectly good bicubic resize.
