Microsoft Photo Editor. It should come in most standard Windows OS.

I don't like MS photo editor. It makes pictures look like crap when you resize them. Just...uh...procure paint shop pro and use that.

Well, crap or not depends on your source image and not the programme. While I agree that MS Photo editor ain't the most powerful tool around, it's readily available. Heck! It's even installed on your windows. So why not just try it. If it's too crappy then change to another programme.

You could download the trial version of ThumbsPlus. I'm not sure if I remember this correctly, but I think it lets you chose from various downsizing algorithms - you could try through all of them and save each as a different file, then compare and pick the one you find downsized best

I find that Irfanview is aces at resizing pictures nicely.

A pretty good and cheap way to do it, is using Microsoft Internet Explorer... Funnily enough its resizing algorithm is superior to the one they utilize in the Microsoft Photo Editor.
However it requires some basic HTML skills: Make a rudimentary local HTML-page which displays the picture in the size you want to have it. Then do a screen capture, and use Microsoft Photo Editor to crop the captured image and save it... *erm...*
