Fan fiction is best posted in the main forums like Adventure or General Gaming, or even in Chit Chat.

Possibly. But this entire messageboard, I think, already has so many categories as it is, the Quantum Dream discussion being the latest addition.

Additionally how often do you see people posting their writing here? Very few. And I don't think it's because there is no designated fan fiction section, either. What I recommend instead is that people post a thread (in Adventure or General Gaming) and give a link to their writing, and we can discuss the work in that thread.

Lastly, a whole other forum section devoted exclusively to fan fiction is just more work for us mods, and a huge amount more work for the admins.

Alternatively, you could post your fan fiction in a fan fiction community and keep it out of these forums. Sorry, not a big fan of fanfic or the type of discussions it brings with it, both on-topic and off. I don't really thing the AG forum community would benefit at all from having a fanfic community operating with in it. I think, actually, that it would be a very bad thing.

Sites that have fan fiction take a lot of work. Stories would need to be sorted. You would need to check to make sure there is no plaigerism. Do you allow stories that are rated R and NC-17 (here, probably not). Etc, etc, etc. These sites that specialize in fanfic get inundated with stories and I get the feeling everyone here would rather play games. Besides they have to put up with all of us as it is (the wonderful lot that we are!).
