My guess for 28 is that there is a good synonym for the word "prudent" that I am just not thinking of, and that it is prefaced by some kind of word that means "very." I was thinking in French, but I don't know any country that begins with "tres..."
Dunno. Maybe this thought process can help people. I'd be on Google (or an atlas) in a snap, but this is more fun |

DomStLeger, good guess, but no cigar. That country is 36ºN. A bit too far north. Although, to be completely accurate, the region in my clue goes from 31-34ºN.

You are correct on 15, 24, & 25 for the exact reasons you gave. If you look up the country in 24 in the dictionary, you will get my clue. It doesn't get more literal than that...
Total for forum: 29 of 31 or 94% All that leaves is the final 2: 16. Box Marks 28. Excessively prudent Shorten up the 2nd word in 28 and it may help. 16 is a play on words. |

Georgia is a country that formed in the early 90s as part of the collapse of the Soviet Union.
My clue was for the US State of Georgia. While my clue was perhaps difficult and unfair, the answer is indeed the name of an existing country, even if the clue doesn't refer to the actual country itself. |
