That is absolutely correct. The quotes are from the scene where

Raches has tied up Branford and exposes his whole scheme to him. Somewher along the line he says "Actually it was Huaquerro who inspired me. When I saw Fairbanks's body I thaught, why not me. Why didn't I kill him? after that he keeps ranting on untill our brave sexy...I mean special agent Nicole Bonnet appears after wich raches flees. Of course as with the rest of the game it's Nick again who shows up and saves the day by shooting and killing Raches and accidentilly Branford. After wich he makes an accurate observation "Both dead. Damn, guess I screwed up again

This quote is kinda vague.
I think I'll give it a little context, because the other quote I have in mind from this game is also vague:
- This line is said when looking at an object.
- You gave the object to someone in order to apologize, and that someone helped you in return.
- This item is considered pretty, which is probably why the character says the quote.

Bigger hint - the item examined is a bunch of flowers.
It is also not the only time this character uses flowers in the game.

Sorry for this being such an obscure quote.

Despite my great love for cartoony adventures, it's not from one.

Another, probably equally vague quote from this game. Spoken by the second protagonist:

"Just more buildings down this road"

(these quotes have almost nothing to do with the game's plot, but they've been stuck in my memory ever since playing this game 14 years ago. And yes, that's another hint.)
