Yes. Voiced also by Tim Currey, the butler stops you at the mansion door when you try to meet Malia and throws you out when the meeting is over. However I don't remember him ever stating that line.

He's the small boy that you have to give the ball to in order to retrieve the toilet brush from the kebab seller. You also have to "borrow" a statue from his stand by having the cat knock it over.
