Well, I went back again, twice actually, from the previous save, and even though I found topics that I hadn't seen before, it still didn't allow me to make him use the messenger to call the guy's wife. He simply will not use it to call her, or for anything but the satcar and the ID terminal at the work building.

I just can't figure out anything else to do to trigger that conversation. He goes to her door, but won't knock - says he wants to leave her alone for a bit.
