Yeah, I think a Thief set in a completely open world wouldn't be Thief anymore. Human Revolution proves you can still use the old school hub system so I don't see why Thief 4 couldn't do the same. The levels require such intricate design for stealth and choice that it'd be impossible to do properly without dividing it into sections.
