Real nice game, and not just because of the puns. Had it for ages, played it this year for the first time.
Click the "talk" cursor on the noose and you get:
Hey, what's noose? How's it hangin'?
The noose seems to say: "Knot too well. Can't talk right now, I'm all tied up."
Tsa, I have played the Pawn, terribly difficult and unforgiving game. I don't remember the nailed-down saying. Perhaps it's some kind of standard expression in American English?
