Intense, this issue is a known one, probably related to a speed problem occurring on modern machines.
Spoiler:You are supposed to get in while Frisk is outside with the beignet vendor - hence the convincing of said vendor to return to his previous spot - but the speed of modern machines can make this action impossible, so that a player has to wait for Frisk to fall asleep.
