That happens because Chit Chat tends to be more insular and the vast majority of topics don't necessarily appeal to everyone (except the movie and music ones perhaps). Also, I remember Spiwak saying he didn't even realize it was there until someone pointed it out to him.
If they don't make it down to Chit Chat, it isn't that big of a deal to me. I'd rather see them in the gaming forums.
