If a Xbox 360 game is published by
Microsoft Game Studios it's almost a guarantee that it will be released for the PC as well in 1-4 years. As the Xbox 360 is their "new baby", it gets all the games first to boost console sales. There are a few exceptions (the RTS genre mostly) where PC comes first but the 360 is where the money is currently at, especially with those idiotic micro payments that gamers keep buying.
Microsoft goes where the money is, and until they can get PC gamers to buy overpriced mini-pieces of content that was supposed to be in the original game (as opposed to free MODs and other options) they're going to make sure that developers make games for the 360 first and the PC second.
