I'm actually not kidding when I say you should consider the old tar and feathers trap. I mean, if you're at home regularly you should notice it being tripped on and all you have to do is check in the building. Assuming, that is, it's someone who's just doing it cos he/she's insane and doesn't even live there. I don't remember the backstory, only read it yesterday.
