You don't have to upgrade every year, every 3-4 years should keep you covered. Unless you always go for a low-end card (which are never intended for gaming), then you should be able to afford yearly upgrades.

And the advantage of PCs over consoles is not that everyone has one, a large percentage of those have never been intended for playing games.
