Yea that's simply the worst list I've ever seen. As SamNMax said a lot of those movies probably deserve to be there but definitely not in that order. Whoever made the list either hasn't seen too many movies or forgot that some movies made before 1970 actually were hilarious. Dr Stangelove made it, though (albeit much lower than it should be...).
