Unless they said this elsewhere, the explanation was that changing seasons would have required whole different wardrobes for the characters, and that's what Telltale was trying to avoid. Too bad, though, because the "arrival" of winter was unquestionably my favourite panel in the book.
As for the game, the highlight was Phoney's stomach. Hilarious!
