Here's a rather stupid one.Spare me the flames please.

Smith worked for the police department his entire life.He was given a fond farewell at his retirement.There are some puzzling aspects of his career though.He never missed a day's work.Was extremely sincere in his job.Yet he was never promoted.As a matter of fact he wasn't even paid a single cent for all his life's work at the police department.How can this be?
