No, I'd call the person in question in question a "nodding acquaintance". I interact with the public on a daily basis at my job, so I meet scores of people who wind up falling into this category. Occasionally you can upgrade someone to friend, though. A nodding acquaintance of mine went out of his way to poke his head in the door and say hello at work the other day, so hope springs eternal.
