Can you freely walk around in 3D space? Like in Gone Home or The Stanley Parable?

No.

Do you play a detective?

Not only did I fall off the diet wagon, I dragged it into the woods, set it on fire, and used the insurance money to buy cupcakes.

Question 1:Is the game part of a series?

Question 2: Is the developer of the game still in business?

Ignorance + Poverty = Crime, Ignorance + Wealth = Corruption, Ignorance + Freedom = Chaos, Ignorance + Authority = Tyranny, Ignorance + Religion = Terrorism
Replace Ignorance with Knowledge:
Knowledge + Poverty = Satisfaction, Knowledge + Wealth = Civilization, Knowledge + Freedom = Creativity, Knowledge + Authority = Justice, Knowledge + Religion = Integrity

Something faintly rings a bell. Does it have a white cover art with some sculpture?

There might have been several versions of the cover art, but as far as I know, at least part of that assertion is wrong.

And no, it’s not Secrets can kill Smile

Keywords: clock, ocean, missing, cyclone.

Released before 1 Jan 2000, by a French developer who has since gone out of business.
Can be considered part of a series.

1st person game, not a FMV, no live action video clips. You don’t navigate like in Myst, nor do you move around freely in a 3D environment.

Not a horror game, doesn’t have to deal with pirates, doesn’t take you to several different countries.

The protagonist is named, is not female, and is a detective.

The word “time” is not included in the title. Doesn’t have a white cover art with a sculpture.
