I prefer the whole 'percentage of people who liked it' approach that rottentomatoes.com has. A perfect score means there just isn't anything better, and there's always something better.

I find that out of five and out of ten scores generally only give 5 or 10 stars to the games that fulfilled their potential entirely. The games do not have to be perfect, but they have to be at the stage where any additions would not make the game much better.

There is no such thing as a perfect game. You can always have one more puzzle/one more level and so on, slight tweaks here and there.

Huh? I counted all the reviews of AG. There's a total of 292 reviews. Three of them got five stars. Three divided by 292 is 0.0102739726... which means that 1% of games reviewed by AG has reveived a five-star rating.

1% is not much, so I don't see how you can claim that a game can get five stars very easily...

EDIT: Ooh, now I get it, you are Doppelganger Rex!

But still, AG editorial policy states that "five stars are not to be mistaken for 'perfection'". Besides, I don't care if a game get's 3.5 or 5, the review itself will, hopefully, tell me whether I'll like it or not.

It's difficult for any individual game to get five stars, but it could easily happen that some future game would get the top score. Probably some time in the next 100 reviews.
