The try the holding down C thing and it didn't work. Nothing happened. So I tried it from the desktop and when I click the restart button, I get this error:

"Startup Disc was unable to select the install cd as the startup disc (-2)"

What does that mean?

If you're using a DVD, are you 100% sure that your Mac has a DVD-capable optical drive?
Apple Menu > "System Profiler" > "Devices & Volumes".

A. Is the CD pack you're using a "Universal Install" set, or is it the grey-colored model-specific one?
The "Universal Install" sets will install an OS on any Mac that meets the hardware and RAM requirements. The grey-colored ones are the ones that come with a Mac when it's new, and will only work on the model of Mac they came with.
B. Are you sure the CD-ROM is working? A bad CD-ROM might be why it was in the trash room.

The CD drive is acting kind of strange. After I click restart, and it gives me that error, the cd drive wont pop out when I push it, I have to eject it from the menu.

That's SOP for Macs. You can't just pop out the CD, you have to let the computer know you want to eject it, otherwise the computer keeps looking for that CD.
Exactly which version of OS X are you trying to install? What are it's requirements? What are the specs on your G4?

400 MHZ
Not sure about memory

Apple Menu > "Apple System Profiler" > "System Profile" > "Memory Overview" to see just how much memory you have.
That machine originally shipped with OS 8.6, I think.
Will it see the install disk when you put it in the CD-ROM drive while the machine is running? (Does the CD's icon appear on the desktop?)
If it does, click on the icon. You should get an instruction screen showing the steps for installation. On the second or third of these, it will list the requirements for installing OS 10.4 (Processor, RAM, etc). At some point, usually on the first screen, it will tell you exactly which OS version you're trying to install.
By the way, are these actual Apple disks, or are they something you downloaded and burned to discs on your PC?

Yes, it does. And then There's a screen that says Tiger OS X or something, i'm working off of memory. Then it says to click restart to begin the installation process, and I click restart, then I get that error.

Heh...they're actual apple discs...what do you think I am, a pirate?!

Maybe this will help. According to Apple, booting up with the Disk in the drive while pressing C on a USB keyboard that is connected directly to the Mac should work fine. That is, no KVM switches or USB hubs in between.

Well sorry, maybe I didn't make myself perfectly clear. Should I have used italics as well?

My point was (and still is) that if you use an USB hub or a KVM switch, it won't work. Also, you might as well bother reading the provided article. Apple knows there is a problem and has a few solutions ready for you.

Well, I got OSX installed...so now what? How do I uninstall programs? What games can I play on this thing?

Under the previous OS, I could have recommended (and possibly sent you) all sorts of games. With OS X and a 400 MHz processor, I haven't a clue.
There's always "Classic" mode which emulates OS 9 and earlier, but I've heard it doesn't work very well with games.
Whatever you do, don't attempt to use Norton Utilities on a Mac running OS X. That's a recipe for disaster.
