The packing peanuts made of styrofoam aren't water soluble. I can only assume this is because they are, in a manner of speaking, "holy relics" and therefore "incorruptible".
The water soluble packing peanuts, which were/are made from starch, were found to be a little too environmentally-friendly because they have the undesirable quality of being delicious and very attractive to pests such as rats, mice, and roaches. As far as I know, the water soluble packing peanuts have been consigned to history as a good idea whose one negative quality outweighed it's several positive ones.
