Well, you could carve it with the type of tools South American civilisations had...it just would take about half a lifetime for a single one. Quartz is pretty hard if you're using hand tools. It's harder than a steel file, for one, so it's more likely you'll wear down the file than having any effect on the quartz. Mesoamerican society had a lack of metallurgy, so they wouldn't have any steel files anyway. Instead, they had tools made from stuff like Obsidian, which is volcanic glass, which is at least one step below steel on the Mohs scale, meaning it is even softer, and would have had even less chance of even denting Quartz.

So even if it's inconclusive if it was made with modern tools, it's quite likely it was not made with the tools available to the cultures of Meso and South America.


But even knowing that should not be able to ruin KotCS' Story.

I'd also read that the polishing of the skulls, with sand, would have taken 300 years.

But the skulls are also carved with the grain going the wrong way, which *should* have caused the quartz to flake and crack. How the skulls could have been carved, even in the 19th century with modern tools, is somewhat of a mystery.
