I think they have to be in jail, that way I would get their full attention, and be able to impress upon them whatever my plan requires. Plus, just in case something goes wrong, it's best that they're locked up, lol.

Please bear in mind that once released from it's bottle, a genie is most reluctant to go back inside. Also remember that "accomplice" is often synonymous with "witness for the prosecution".

Yes, but "must" is just another way of saying "ought to", which implies the prescriptive rather than the descriptive. In other words, it is an opinion, not a fact. Sorry.
