Well I know he's wrong unfortunately...

This has proven to be harder then it looks (either that or no-one's interested)

No. Nor is it Police Quest 2,3,4 or any SWAT game.

Mind you, I've picked a misleading screenshot. While, as you guys guessed correctly, the player is sort of commanding a squad at that moment, it's the only such sequence in the whole game.
