To my understanding, they can actually choose to accept a lower amount and go ahead with the funding.
In fact, Tim schafer briefly mentions this in the first docu-episode. Saying that they were prepared to still try and do somthing with 300,000 total.
EDIT: yeah the kickstarter faqs says you cant change the goal.. So.. maybe tim was just speaking hypothetically... or its just been misinformation
