You have to
Spoiler:talk to Mrs. Dalton & do some tasks so that Sam finally decides to stay in the house,
afterwards she agrees to take the photo out of the bag

You can do both, I did the second myself too and didn´t think about using
the same item somewhere else till I checked the walkthrough.
