Sorry to say, but that is almost never true. Almost all instances of delays of games that have a decent reputation almost never show decreases in sales, but an increase. Delays usually always create controversy and talk. Even if we forget about it, chances are you can't avoid the talk about it on release.
Half-Life 2 was a great example of this. Continual delay, amazing sales.
