Spoiler:If you get the envelope from the desk sergeant Frick, the one containing the photos, you must have asked him about Mosely. So, even if you didn't realize getting them, you have the 2 correspondent points. I don't see in your list this action, so I'm assuming that you indeed get the envelope, also 'cause I really think that the envelope is an absolute prerequisite for finishing the chapter
