It seems they have not given up the possibility of a new game. Which, in a sense, is worse, since it blocks other ways of continuing the saga. Such as a graphic novel, as it once was suggested.
I would love to read these comics. I mean, they made one out of Starcraft, and the TLJ/Dreamfall saga surely has more potential...
