I was told that too, but I'm guessing that it was supposed to - ie not part of the hint system.
Spoiler:There's no real way to closely examine the weathervane in the game (using the magnifying glass on it only gets Guybrush to hold it up), so I couldn't have noticed the markings and would've been stuck if it weren't for that hint
