It's an exam on algorithm design and analysis, which is pretty much the theory behind programming rather than programming proper. I didn't have to write a single line of code for this class. About half of the computer science courses I took were like this, actually -- it is, after all, computer science, not just computer programming.
That said, I wish I didn't have to write exams in the first place, because they generally are an ineffective way to measure how well a person learns. But that goes for all courses.
