The answer to your first question is that IP address or ISP don't matter. It will only look at your MAC addresses (or more specifically, the MAC addresses of different components in your computer). So you could definitely move your PC around anywhere without any problems.
As for the other questions, I'll let Adventure Shop answer those themselves.
