If you ask me, it's still a computer, no matter what it's based upon.
"A computer is a machine for manipulating data according to a list of instructions."
So basically, you can call a loom working hole punch cards a computer.
The Z3 was a computer, even though it's hardly comparable to the ones we know today (not to mention that it was incredibly hard to maintain working. If it got only a little dusty, it would no longer work, due to the fact that it was mechanical (I saw it in the museum in Berlin).
