You should never leave the battery plugged in all the time. To maintain proper functioning, you sometimes have to allow it to decharge properly and completely, otherwise it will gradually be able to store less and less energy.
Also, for mobile phone batteries, even if you are not using them, you should never leave them uncharged for too long. If you don't charge them for too long, they will one day no longer be able to hold charge. Same might also be for laptop batteries.
