1. That really has to do more with security issues. A lot of folks used to get into the country that way and then just disappear from the government radar. Now folks are scared to death of undeclared citizenship. Why not try for the Asylum approach. Find some way to get to the US and then declare asylum from your oppressive Socialist government. If you can get your feet on US soil that is all it takes. Well, at least it works for the Cubans.
