Because PS2 handles the problem by also including most of PS1's hardware. Microsoft can't do that because intellectual rights over the main Xbox components belong to NVIDIA and Intel so it wouldn't be feasible.

In some cases games will look
better than that, but not nearly as good as native Xbox 360 games.
