Because the drops that come out have been trapped inside the bag, and are very high in tannins. They make the tea much more acidic, which gives you that sense that your tongue is wrinkling up or drying out when you drink the tea.
What you're doing, in essence, is adding a few drops of over-brewed tea into your cup.
