Out of Order is definitely a top recommendation (played it ages ago so it slipped my mind) Not a fan of Pleurgburgh though. Seemed to rely on you revisiting particular locations without a good reason to advance the story.
Spoiler:Frightening the kid outside your apartment to get the whistle and seeing the van leave city hall to name but two.
