Look for these words: "Thrift Store", usually in the less-upscale parts of town.
They're a mixed bag of furniture, clothes, and everything else under the sun, but cheap used PC games are plentiful at these places. They're often mixed in with music CDs and are in no particular order, but great deals can be found.
Just make sure the CD inside matches the cover and isn't scratched before buying.
Also, I think California has GameStop or GameSpot stores, which carry used PC and console games for reasonable prices, but they mostly have more recent titles.
