Supposedly, a game that's rated AO is basically pornography. Places like Wal-Mart try to create a family-friendly image. So they don't carry AO rated games for the same reason that they don't carry pornographic movies. There's nothing necessarily wrong with that. That's just their niche. You can go somewhere else if you want porn.
